We are pleased to introduce the MMBC Small Business Assessment Tool. The online tool is designed to help small businesses assess whether they need to join MMBC to manage the packaging and printed paper they supply into the residential marketplace, and if so, whether they are a candidate to use the simplified reporting option when completing their steward report.
Exemption for small businesses:
Before using the tool, please note that your business may be exempted by a proposed change to the Recycling Regulation by the BC Ministry of Environment.
The proposed exemption extends to BC businesses in any one of the three below categories and removes the need to file a program plan of their own or join MMBC’s program, which launches May 19:
- Businesses that have less than $1 million in revenue
- Businesses that supply less than 1 tonne (1,000 kilograms) of packaging and printed paper to BC residents
- Businesses that operate as a single point of retail sale and are not supplied or operated as part of a franchise, a chain or under a banner.
If you are unsure as to whether or not your business supplies less than 1 tonne of packaging and printed paper to BC residents, then we invite you to use the Small Business Assessment Tool to find out.

Assessing whether you are a low volume steward:
If your business is not exempted by the above, but you think you supply between 1 and 5 tonnes of packaging and printed paper to BC residents then you may qualify as a low volume steward. The small business assessment tool provides you with a quick and easy way to find out. Low volume stewards will enjoy a simplified reporting process and need only pay an annual flat fee.
To find out if you qualify as a low volume steward, use the online small business assessment tool.
